The Forum of Theodosius (also known as Forum Tauri) was built during the reign of Theodosius I (379-395). It was located on the Mese (the main street of Constantinople) west of the Forum of Constantinople and Hagia Sophia.             
During the reign of Theodosius the first, symbols were made by Emperor Valens (364-378). The capital of Constantinople was the capital at the time and was competing with Rome and the other cities, so the assembly was modelled.
